Private property must be respected. Land access is a privilege.
A Land Access Permit is a conditional permit that only allows authorized land entry and use of those Koniag Lands specifically endorsed on the permit. Use and activities in permit areas are restricted and may vary.
Permit holders must familiarize themselves with the area(s) they are traveling to and the associated restrictions:
- Open fires; motorized ATV use; target shooting; cutting/removal of live timber/shrubs/plants; excavation/digging/removal of topsoil/sand/gravel – are all prohibited on Koniag Lands.
- Womens Bay & Afognak Island lands have no access or endorsement fees for unguided users.
- Domestic animals (ex: dogs, cats, horses, livestock) are prohibited on all Koniag Lands, with the exception of Womens Bay. Permit holders must clean up after animals.
- Womens Bay is closed to hunting and all motorized vehicles.
- Public access is not permitted on lands along Karluk Lake south of Grassy Creek & Cottonwood Creek.
- Camping and unguided bear hunting are prohibited on all lands south from Silver Salmon Creek to Cottonwood Creek, and from N 57° 28’ 5” x W 154° 9’ 53” west to the Kodiak National Wildlife Refuge boundary, and south to Grassy Creek.
- Certain lands along Uyak Bay & Zachar Bay are only open to users guided by Koniag-authorized Commercial Operators.
- Amook Island is open only for use by Koniag shareholders and shareholder descendants.
- The Sturgeon River Management Area is open to unguided users from 12 November to 15 August. All other times of the year users are required to be accompanied by an approved guide.
- Camping is prohibited in certain areas wKith sensitive habitats w/in one mile of Karluk River.
- Agency users may not purchase endorsements while operating under an Agency Use Permit.
Permit holders shall stay within permitted areas and not trespass onto other private, state, or federal lands adjacent to Koniag Lands. An Access Permit and valid photo ID must be carried by the user while on Koniag Lands and presented upon request.
ASSUMPTION OF RISK: Permit holder acknowledges that Koniag Lands are remote wilderness areas with inherent risks, including but not limited to dangerous wildlife, extreme and rapidly changing weather conditions, and terrain and environmental hazards. These risks may result in serious injury or death. Koniag Lands are largely unimproved, but may include maintained or unmaintained features (e.g., cabins, trails, airstrips) that may pose additional hazards, whether known or unknown. Permit holder understands that emergency response may be delayed, limited, or unavailable, and that Koniag has no duty or obligation to provide rescue or assistance. Users are solely responsible for preparation, safety, and emergency planning, at their own expense. Permit holders must obtain all licenses, permits, and tags required by law, obey all state and federal laws and regulations, and comply with the principles of Leave No Trace. Permit holder represents that they and their group are experienced in wilderness travel and survival and are in good physical condition and have no known health issues that would create safety risks. User knowingly and voluntarily assumes all risks, whether natural or man-made, known or unknown, that may arise from or relate to travel to, from, or use of Koniag Lands.
DISCLAIMER OF LAND CONDITIONS: Koniag makes no warranties or representations regarding the condition, safety, suitability or fitness of Koniag Lands for any use.
DAMAGE TO PROPERTY: Permit holder is responsible for and agrees to pay the full cost of any damage to Koniag Lands resulting from their use, including damage caused by failure to follow this Agreement.
MINORS: Permit holders assume the responsibility and risks for their own safety and for all minors accompanying them. Minors must obtain and carry Land Access Permits, which are free for minors under 16. All minors must be accompanied by an adult with a valid Land Access Permit. Additional endorsements may be acquired at cost. Signature of parent/guardian required if permit is issued to and signed by a minor.
